KidsCare, the children’s plan above the Medicaid line
KidsCare is Arizona’s children’s health plan for families above the ordinary Medicaid income line.
What it is
KidsCare is Arizona’s children’s health plan for families above the ordinary Medicaid income line.
One Health-e-Arizona Plus application checks both children’s coverage routes. KidsCare covers the same medical services as Arizona’s other health plans. Your child’s doctors still need to accept the plan you choose.
Eligibility rules
- Children must be under 19 and live in Arizona. The published base income ceiling is 225% of poverty.
- From February 1, 2026, monthly limits are $5,123 for three people, $6,188 for four, and $7,253 for five.
- Coverage available through a state-agency employee also bars KidsCare. School-district and charter-school employees are not state employees for this rule. A cancer-only policy is listed as not counting as full health insurance.
- Being enrolled in a work plan bars KidsCare; an offer you turned down does not. Coverage available through a state-employee job also bars it.
What you get
- No monthly premium while Arizona’s premium suspension continues.
- Hospital treatment, chemotherapy, medicines and specialist care.
- Twelve months of continuous coverage once approved.
What the help includes
- Arizona removed the waiting period effective August 6, 2024 and separately removed the premium lockout.
- KidsCare has charged no premium since 2020. The old schedule of $10 to $70 a month still appears on some forms; AHCCCS will send notice if premiums ever restart.

- Ask the financial counselor to include a KidsCare review in your Health-e-Arizona Plus application.
- Have current pay records, your child’s birth date and Social Security number, and details of existing insurance ready.
- Ask which plans your oncology team accepts and what the coverage start date would be.

After you ask
- The ordinary processing standard is 45 calendar days. A decision by the 25th starts coverage on the first of the next month. A later decision starts it on the first of the month after that.
- The approval notice names the program, start date and health plan.
- Twelve-month continuous eligibility has limited exceptions, including moving out of Arizona or reaching the age limit.
Good to know
Being enrolled in another health plan bars KidsCare. The application needs the difference between coverage your child has and an offer you did not take.
Other details
- Changing insurance can change access to the oncology team. A coverage review needs the actual start date and the plan’s participating doctors.

Who does what

What a yes looks like
A notice naming KidsCare, the start date and the health plan. Premiums are stopped, so the bill should be zero; query anything else.
What a no looks like, and the next move
If the no is about other insurance, check whether your child is actually enrolled in it or only offered it, and ask the worker to write down which rule was used.
Watch out
- Being enrolled in other insurance bars a child; being offered it may not, and that question was not settled.
- An old waiting period no longer applies: Arizona removed it effective August 6, 2024.
- A decision after the 25th of a month pushes the start date a month further out, so file early in the month.
Dates that change this
2026-09-10: AHCCCS stopped collecting KidsCare premiums beginning with March 2020 and says they remain suspended until further notice as of September 16, 2026. The nominal $10–$70 schedule is not a restart notice. (not yet confirmed against the final rule)
