Connecticut program

State-paid child coverage whatever your status (State HUSKY)

State-paid child health coverage when immigration status blocks ordinary HUSKY.

What it is

State-paid child health coverage when immigration status blocks ordinary HUSKY.

Connecticut funds a separate route for children who cannot get ordinary HUSKY because of immigration status. Age, income and insurance access still matter. Access Health CT checks ordinary HUSKY first.

Eligibility rules
  • Your child must be uninsured and lack access to affordable insurance. The income bands reach 323% of poverty.
  • This route addresses immigration-related ineligibility for ordinary coverage. It is not coverage at every income.
What you get
  • Children’s health coverage with costs tied to the matching HUSKY band.
  • Immediate enrollment for at least 90 days once your child qualifies.
What the help covers
  • DSS says State HUSKY A provides the same benefits as HUSKY A, with no premium or copays. State HUSKY B has some copays; Band 1 has no monthly premium and Band 2 costs $30 a month for one child or $50 for more than one. Ask the hospital to confirm the participating providers and what, if anything, you can be billed under your child’s exact program.
If you decide to apply
  1. Ask an Access Health CT counselor about State HUSKY for your child.
  2. Have your child’s birth date, Connecticut address, household income and insurance information ready.

After you apply
  • Income proof may be requested after immediate enrollment begins.
  • Coverage starts straight away for at least 90 days while income is checked. A child enrolled before 16 can stay on through 18.
Good to know

New enrollment is for ages 0–15. Continuing through age 18 requires enrollment before the 16th birthday.

Other details
  • The same Access Health CT application checks ordinary HUSKY first. DSS says State HUSKY does not require additional proof of immigration status; income verification has its own requirements.
Ask your social worker

“Could State HUSKY cover our child if ordinary HUSKY cannot? What would it cost and cover, and could you help with the application if it fits?”

Why I’m asking: I want to understand the child coverage options without assuming immigration status closes every route.

Who does what

The three parts, side by side. The agency decides; nobody on this page does.

You

Apply through Access Health CT and say plainly that the child has no insurance and no access to affordable insurance.

Your social worker

The hospital's financial counsellor files it with you.

The care team

Nothing.

Who decides
The Department of Social Services.
Ask your social worker
“Our child cannot get regular HUSKY because of immigration status. Can we apply for State HUSKY, and can enrolment start now?”

How to apply

First step: Apply at accesshealthct.com or call 1-855-805-4325 and say the child is uninsured with no access to affordable insurance.

  1. Apply through Access Health CT; ordinary HUSKY is checked first and this catches what falls through.
  2. Say the child is uninsured and has no access to affordable insurance, because that is the written test.
  3. Ask for the enrolment to start now, since the state's page says it is immediate for at least 90 days.

Official application / program page ↗

Where it starts: Apply through Access Health CT at accesshealthct.com or 1-855-805-4325; the ordinary HUSKY programmes are checked first.

What to gather

  • Child's date of birth
  • Connecticut address
  • Household income
  • Proof the child has no insurance

How long: Immediate for at least 90 days once the child qualifies; income proof can be asked for after.

What a yes looks like

A HUSKY card and a coverage start date.

What a no looks like, and the next move

Ask which rule they applied: age, income or insurance, and get it in writing.

Watch out

  • It starts at ages 0 to 15; a child can stay to 18 only if enrolled before turning 16.
  • The test is having no insurance and no access to affordable insurance, so say both.
  • Applying through Access Health CT checks ordinary HUSKY first, so you only file once.

Dates that change this

The numbers and the rules

What it is worth

  • $323/year — Top of the income bands
  • $90 — Minimum period of immediate enrolment once qualifying

Covers: Children's health coverage of the HUSKY kind

What it costs the family: DSS says State HUSKY A provides the same benefits as HUSKY A, with no premium or copays. State HUSKY B has some copays; Band 1 has no monthly premium and Band 2 costs $30 a month for one child or $50 for more than one. Ask the hospital to confirm the participating providers and what, if anything, you can be billed under your child’s exact program.

Decisions this site cannot make: DSS eligibility for the state-funded programme

Expect friction on: Ages 0 to 15 to start; a child enrolled before 16 can stay to 18

The trap: This is not an open programme for every child under 19. It starts at 0 to 15, and a child can continue to 18 only if they were enrolled before turning 16. The income bands run up to 323% of poverty, like HUSKY B's top band.
