Delaware program
Monthly grocery money (Delaware Food Supplement Program)
Money for groceries each month on a benefits card, based on your household’s finances.
What it is
Money for groceries each month on a benefits card, based on your household’s finances.
Grocery help is judged on this month's income. Delaware checks it against the screen, then takes rent, utilities and child care off before setting the amount. A family with very little money can have help within seven days.
Eligibility rules
- Through September 30, 2026, gross monthly limits are $3,526 for two, $4,442 for three, $5,360 for four, $6,276 for five and $7,192 for six.
- Broad-based categorical eligibility generally uses 200% of poverty and no resource limit.
- Expedited tests include income under $150 monthly and liquid resources of $100 or less; or income plus liquid resources below rent and utilities. A qualifying destitute seasonal farmworker household also has a route.
- Figures change every October. A decision takes up to 30 days, or seven days for urgent cases.
What you get
- Monthly grocery money on a benefits card.
- A seven-calendar-day fast track for households meeting urgent-need tests.
What the help includes
- A household member meeting SNAP disability rules can have qualifying medical expenses above $35 a month deducted.
- The first screen is $4,442 a month for three people; the most a family of three can get is $785 a month.
- Allowed deductions can include 20% of earnings, the standard deduction, qualifying dependent care, legally owed child support, shelter and utilities. A qualifying older or SNAP-disabled member can have medical costs above $35 monthly deducted. DSS confirms the current deduction amounts.
If you decide to apply
- Ask a Division of Social Services office or the hospital social worker for help with ASSIST.
- Have current pay, rent or mortgage, utilities, identity documents and Social Security numbers ready.
- If a household member receives SSI, include medical bills for the deduction review.

What happens next
- Approval gives you a benefits card and monthly amount.
- DSS checks whether a reported change increases your benefit and may need verification. The notice explains the effective month and any supplement. The social worker can help clarify the timing.
Good to know
The income limit is not the amount you receive. Most qualifying households do not face a savings test.
Other details
- Income limits change on October 1. A lower current income can be reported even between routine reviews.
Federal background: Supplemental Nutrition Assistance Program (SNAP).
Official sources
“Could grocery help fit our current income? What are the benefits and requirements, and could you help us apply or update an existing case if it makes sense?”
Why I’m asking: I want to know whether our current income and household expenses change the grocery help available.

Who does what
The three parts, side by side. The agency decides; nobody on this page does.
You
Apply with this month’s income; if you already get it, report the drop straight away.
Your social worker
The social worker flags the fast track and the medical deduction when a child gets Supplemental Security Income.
The care team
Records and letters when the application asks for them.
- Who decides
- The Division of Social Services.
- Ask your social worker
- “Our income dropped this month. Can you help us apply for food help, or report the change, and ask about the seven-day fast track?”
How to apply
First step: Apply at assist.dhss.delaware.gov the month income drops, and say if you have almost no cash left so the fast track is considered.
- Apply on ASSIST the month income drops.
- If you already get it, report the drop now instead of waiting for the review.

Where it starts: Apply on ASSIST or at a Division of Social Services office.
What to gather
- This month’s pay stubs or the notice that pay stopped
- Rent or mortgage and utility bills
- Identity documents and Social Security numbers
- Medical bills, if a household member gets SSI
How long: Seven calendar days when fast-tracked; otherwise up to 30.
What a yes looks like
A benefits card and a monthly amount.
What a no looks like, and the next move
Income over the 200 percent line. Apply again the month it drops.
Watch out
- Report a pay drop now. A change that raises the benefit can be reported any time.
- Savings do not count for most Delaware households, so do not skip applying because of a bank balance.
- FY2026 limits apply October 1, 2025 through September 30, 2026. DSS confirms the FY2027 schedule before a later month is assessed.
Dates that change this
2025-10-01: FY2026 limits apply October 1, 2025 through September 30, 2026. DSS confirms the FY2027 schedule before a later month is assessed. (not yet confirmed against the final rule)
