Energy help could reduce bills when applications reopen. DOEE's September 2026 notice says both programs are closed to new applicants. The next fiscal year starts October 1, but that is not a promised reopening date.
Eligibility rules
- When open, the income limit is about $8,325 a month for three people and $9,910 for four.
- District of Columbia.
- Utility bills must be in the applicant's name for the discount program.
What you get
- When open, annual electricity discounts up to $475 with electric heat or $300 without it.
- When open, winter gas discounts up to $276 and help with heating or cooling bills.
Income and account rules
- Fiscal-year 2026 annual income ceilings include $99,897 for three people and $118,926 for four.
- Utility-discount bills must be in the applicant’s name. DOEE’s September 10, 2026 notice closes both programs to new applications.
- On September 17, 2026, DOEE listed new LIHEAP and Utility Discount Program applications as closed for the fiscal year. Fiscal year 2027 begins October 1; that date does not promise reopening. DOEE confirms the next opening, current income limits and award amounts. The social worker can help check other assistance while applications are closed. A medical shutoff hold has its own process.
- Utility discounts and the LIHEAP energy grant have different income tests. New applications to both are closed as; an existing approved discount has its own terms. Discount amounts depend on the utility and usage and are not a cash payment to every family. DOEE can confirm each program’s current rules when applications reopen.

The trap: Only the District energy office takes these applications. Its page says it is the only body authorised to accept and process them, so an outside company offering to file for you is not the route.
