Loss of heat or electricity can be especially difficult during treatment. Iowa gives covered households time through a medical certificate. The utility still needs a plan for the unpaid balance.

Eligibility rules
  • A physician or public-health official must verify that losing the utility service would pose an especial danger to the health of a permanent resident of the home. A diagnosis alone is not the test; the certification must connect the threatened loss of service with the health danger.
  • The protection covers rate-regulated gas and electric utilities and, under their own rule, electric cooperatives and municipal electric utilities.

Watch out

  • Electric cooperatives and municipal electric utilities are covered too, which is often assumed wrong.
  • Whether municipal gas, water and delivered fuels are covered was not established. Ask your utility.
