What it is

Kentucky Medicaid can cover an eligible adult who cares for a child, including a relative caregiver.

You can ask for your own coverage whether you are a parent or another caregiver. It is judged on this month's income, so a recent pay cut counts straight away. A parent about to spend a year in a hospital corridor should not be the one without coverage.

Eligibility rules
  • The ordinary adult expansion category covers eligible Kentucky residents ages 19–64. It is not limited to parents. A relative caregiver can have an adult coverage route.
  • DCBS checks Medicare status and whether another Medicaid category applies. A restriction in this adult category does not rule out every other Medicaid route.
  • The income line is 138% of poverty including the five-point allowance. DCBS decides the tax household and income counted.
  • Current monthly income matters. A reported work change does not establish another pay drop next month; the office needs the new amount and effective date.

  • Coverage with no monthly premium.
  • Doctor visits, hospital care, prescriptions and mental health care.
Income examples
  • The chart effective April 1, 2026 gives monthly limits of $2,489 for two people, $3,142 for three and $3,795 for four. The dollar amounts already include the allowance.

After an application
  • DCBS decides eligibility and explains the available Medicaid plans. The counselor can check your doctors and medicines before a plan choice.
  • The dated manual’s processing standard is 30 days. The regulation allows 45 days to approve, deny or request information; approval is not guaranteed by day 30.
Good to know

A yearly income estimate can miss a recent pay cut. The current month matters.

Changes to adult rules
  • Kentucky’s published changes describe work or community-engagement rules for some adults from January 1, 2027. A parent, guardian or caregiver actively caring for a child age 13 or younger, or a person of any age with a disability, may meet the stated exemption. DCBS can confirm how the rule and exemption apply to you.

Dates that change this

2027-01-01: From January 1, 2027 some adults aged 19 to 64 must meet a work or community-engagement requirement. Kentucky publishes an exemption for a parent, guardian or carer actively involved in the care of a child 13 or younger, or of a person of any age with a disability.
