Maryland program
Monthly cash when income has all but stopped
Monthly cash for families whose income has fallen very low. Maryland calls it Temporary Cash Assistance.
What it is
Monthly cash for families whose income has fallen very low. Maryland calls it Temporary Cash Assistance.
Cash assistance helps with costs that health insurance never pays. Social Services takes deductions off your income and compares what is left with the payment for your family size. A child on SSI is left out of the count.
Eligibility rules
- Social Services compares income after deductions with the allowable payment for the assistance unit. It deducts 20% of earned income at application.
- An individual's assets are excluded, subject to separate sponsor rules. Adult parents have a 60-month limit on federally funded months, with hardship and counting exceptions.
What you get
- Monthly cash on a card, with the amount based on family size and income.
- A review of work-activity requirements when a family crisis disrupts daily life.
What the help covers
- The October 2025 maximum monthly grants for units of two through six are $596, $753, $902, $1,046 and $1,149. Income reduces the grant.
- No payment is issued when the calculated benefit is under $10.
If you decide to apply
- Ask the local Department of Social Services to review Temporary Cash Assistance with you.
- Have current pay stubs or a work-stoppage letter, children's birth certificates and proof of address ready.
- Explain the treatment schedule and ask how family-crisis good cause affects any required activities.

After you apply
- The decision standard is 30 calendar days from a signed application. Approval also sets any work-activity requirements.
Good to know
A child on SSI is left out of the count, which lowers the payment but does not close the door. Time at the hospital does not by itself excuse you from the work rules; ask the caseworker about the home-care exemption.
Other details
- A grandparent or other relative raising the child can ask for a child-only case. A one-time Welfare Avoidance Grant is an alternative to monthly cash that closes TCA for a period; ask for the terms in writing first.

Official sources
“Could cash assistance help while our income is low? How would work requirements and any SSI affect it, and could you help us decide whether to apply?”
Why I’m asking: We need a way to cover everyday bills when treatment reduces what we earn.

Who does what
The three parts, side by side. The agency decides; nobody on this page does.
You
Apply the month income drops and say plainly that a child is in hospital.
Your social worker
The hospital social worker can write a letter describing the family crisis for the good-cause question.
The care team
Records and letters when the application asks for them.
- Who decides
- The local Department of Social Services, within 30 calendar days.
- Ask the agency
- “My child is in treatment and our income has stopped. Can you run cash assistance for this month, tell me whether a Welfare Avoidance Grant is possible, and record the family crisis as good cause for work activities?”
How to apply
First step: Apply through the local Department of Social Services the month income drops.
- Apply the month income drops, not the month after.
- Ask about a Welfare Avoidance Grant, which the local department can offer but which you cannot apply for yourself.
- Ask for a work-activity exemption or good cause, naming the family crisis.
Official application / program page ↗
Where it starts: Apply through the local Department of Social Services.
What to gather
- This month's pay stubs, or a letter saying work has stopped
- Birth certificates for the children
- Proof of the address
How long: 30 calendar days from a signed application.
What a yes looks like
A monthly payment on a card, plus a decision on work-activity requirements.
What a no looks like, and the next move
Ask which income figure was used after deductions. If the calculated benefit came to under $10 nothing is issued.
Watch out
- There is no published income line you can check yourself against; the test is net income against the payment amount.
- A child receiving Social Security's disability payment is left out of the cash unit.
- Staying at a hospital is not itself the listed work exemption, which names caring for a disabled family member living at home. Ask for family-crisis good cause instead.
Dates that change this
2025-10-01: These grants are from the October 2025 Department of Human Services table. A newer 2026 schedule was not found, and an older regulation still prints lower figures from 2013 which are out of date.
The numbers and the rules
The arcane layer, kept on purpose. Checked September 11, 2026.
What it is worth

Legal protection: An individual's assets are excluded, subject to separate sponsor rules · A family crisis that threatens normal family functioning is listed as good cause for a work-activity requirement
What it costs the family: None.
The eligibility facts, as published
- Income
- Net income after allowed deductions is compared with the allowable payment for the assistance unit under COMAR 07.03.03.13; the grant maximum is not a gross-income ceiling.
- Assets
- An individual's assets are excluded
- Household
- An SSI recipient is excluded from the assistance unit
- Time limit
- 60 cumulative federally funded months for an adult parent, with hardship and counting exceptions
- Processing standard
- 30 calendar days
The trap: There is no published gross income ceiling to check yourself against: Maryland compares your countable net income with the payment your household size would get, after a 20 percent earned-income deduction at application. A child on Social Security's disability payment is left out of the cash unit, which lowers the payment but does not close the door.
