Minnesota program

Health insurance for you (Medical Assistance)

Minnesota’s Medicaid coverage for an adult parent or caretaker, based on current monthly income.

What it is

Minnesota’s Medicaid coverage for an adult parent or caretaker, based on current monthly income.

A parent can be screened for Medical Assistance on the same application as the child. The adult income line is lower. A recent drop in pay can change the answer because the program checks the current month.

Who can qualify
  • You must be an adult parent or caretaker living in Minnesota.
  • The published 133% monthly line is $3,657 for four people and $3,027 for three, effective July 1, 2026–June 30, 2027.
  • A five-percentage-point income disregard applies when it changes eligibility. The county checks the adult’s own financial household.
  • A nonparent relative raising a child may fit the caretaker-relative category. The county checks the actual relationship, household and finances; no parent at home does not settle the adult’s eligibility.
What you get
  • Full adult coverage with no monthly premium.
  • Doctor visits, hospital care and prescriptions for the covered adult.
What the help includes
  • The application can screen several family members, but each person receives an eligibility decision.
  • Adult coverage also includes mental health care.
If you decide to apply
  1. Ask the social worker about coverage for each adult parent or caretaker.
  2. If you decide to pursue it, the financial counselor can include the adults on MNsure and explain the current-pay and household information needed.

After you ask
  • The county or tribal agency reviews current income. Later changes in pay can lead to a new review.
  • The county has 45 days to decide. An approval notice identifies coverage and health-plan choices.
Good to know

A child’s approval does not mean a parent qualifies. Your income can fit one limit and exceed the other.

Other details
  • MinnesotaCare uses a yearly income test and different insurance rules. It may be another route for an adult who does not qualify here.
Ask your social worker

“Could you check Medical Assistance for the adults as well as our child? What are the benefits and drawbacks for us, and would you help with the application?”

Why I’m asking: I want the parent caring for our child to have coverage too.

Who does what

The three parts, side by side. The agency decides; nobody on this page does.

You

Add the adults to the application and report this month's income.

Your social worker

The financial counsellor can add the adults to the same form.

The care team

Records and letters when the application asks for them.

Who decides
The county or tribal human services agency.
Ask your social worker
“Can you add the parents to the same application, and tell me what happens if my pay drops next month?”

How to apply

First step: Put the adults on the same MNsure application as the child.

  1. Put the adults on the same MNsure application as the child.
  2. Report a drop in pay straight away, because the decision is on this month.

Official application / program page ↗

Where it starts: Apply through MNsure; the same application covers the whole household.

What to gather

  • This month's pay for each adult
  • Minnesota address

How long: The county has 45 days.

What a yes looks like

A notice covering the adults with a choice of health plan.

What a no looks like, and the next move

If the no is on income, ask about MinnesotaCare in the same application.

Watch out

  • The adult line is far below the child's, so a covered child does not mean a covered parent.
  • Report a pay drop straight away; the decision runs on the current month.

Dates that change this

2027-01-01: Work reporting for adults starts January 1, 2027. Parents living with a child under 19 are listed as unaffected, and someone caring for a disabled person is listed as exempt. (not yet confirmed against the final rule)

The numbers and the rules

The arcane layer, kept on purpose. Checked September 11, 2026.

What it is worth

Full coverage for the adult with no premium. The monthly limit is $3,657 for a home of four and $3,027 for a home of three.

  • $3,657/month — Monthly income limit for an adult, home of 4 (133 percent of the poverty guideline)
  • $3,027/month — Monthly income limit for an adult, home of 3

Covers: Doctor, hospital, prescriptions and mental health care for the adult

Legal protection: No monthly premium

What it costs the family: No premium.

The trap: The adult line is nothing like the child's. A family whose child is comfortably covered can still be far over the line for the parents.
