Missouri helps pay for eligible child care when the household meets its income and care-need rules.
What it is
Missouri helps pay for eligible child care when the household meets its income and care-need rules.
The subsidy pays part of approved child care while a parent works or studies. A child's special need can also be a reason for care. Missouri publishes two different income tests, so ask the child-care office which one applies to you.
Eligibility rules
- Your household must live in Missouri and meet a qualifying activity such as work, education or the child’s documented special need.
- Income at entry must be under 150% of poverty (about $3,332 a month for three). A family already on the subsidy can stay on at a higher income.
- Ordinary eligibility is under age 13. DESE confirms extended ages and documentation for special-needs or protective cases; some protective categories do not use the ordinary financial-need test.
What you get
- Payment toward approved child care, with a sliding family fee.
- A fee may be waived for a child with special needs.
What the help includes
- An existing approval can continue through a qualifying temporary change, including medical leave. New eligibility for a sibling is a separate decision.

- Ask the Department of Elementary and Secondary Education about the application through its family child care pages.
- Explain which child needs care and whether this is new or continuing help. The department confirms any required professional statement.

After you apply
- DESE sends a written decision and any family fee. The department confirms processing time, accepted certifiers and whether the request concerns new help or an existing approval.
- The available rule allows an appeal within 90 calendar days of the notice. Specified changes must be reported within ten calendar days. When a qualifying activity ends, existing assistance has at least 90 days of continuation under the rule’s conditions.
Good to know
Approval for the child in treatment does not cover a sibling; each child is a separate request.
Other details
- DESE confirms who may certify a special need and whether a new or renewed statement is required. A special-needs sliding-fee waiver does not necessarily remove a child-care business’s charge above the state maximum.

First step: Apply at dese.mo.gov and ask whether your child's special need can be the qualifying activity.

- DESE confirms the applicable income rule, accepted documentation and whether an application would help.
- The sliding-fee waiver and any additional child-care charge need separate checks.

- Do not rule yourself out on income: the state publishes two different tests.
- Keeping an existing place through medical leave is not the same as getting a new one.
Dates that change this
2026-09-10: Missouri's own family page and its May 2026 policy manual give different income tests for child care help, and the rule that gives the manual force still names a 2022 version. No income figure is printed here.
