What it is
Missouri’s Medicaid coverage for qualifying adults ages 19–64, including parents and other caregivers.
MO HealthNet can cover a parent as well as a child. The application looks at current monthly income. A change in pay can change eligibility without waiting for the next tax return.
Eligibility rules
- Adults ages 19–64 who live in Missouri can qualify under the expansion rules.
- From April 2026 through March 2027, monthly limits are $2,489 for two people, $3,142 for three, $3,795 for four and $4,449 for five. The allowance is included.
- Current monthly income is the test. Annual income divided by 12 is only an estimate.
What you get
- No monthly premium for covered parent care.
- Doctor visits, hospital care, prescriptions and mental health care.

- Coverage includes your own medical care, separate from your child’s treatment.

After you apply
- The usual decision standard is 45 days, with limited exceptions. For applications filed in 2026, eligible earlier bills can reach back up to three months before the application month; for Adult Expansion Group applications filed from January 1, 2027, that becomes one month. The state checks eligibility for each earlier month.
Good to know
Your child being approved does not cover you. Put the parents on the same application and Missouri checks you on the adult line.
Other details
- From the end of 2026, some adults will need to work or volunteer 80 hours a month to keep this coverage. A parent caring for a child 13 or younger, or for a disabled family member, is exempt.
- The disabled-person caregiver exclusion does not require the person to receive SSI, and more than one qualifying caregiver may be excluded. The state first uses reliable information it already has. Your social worker can help document care needs if more information is requested.

- Applying for the child only. The same form covers the parents.
- Waiting until next month. Missouri counts the month the money came in.
Dates that change this
2026-12-31: Missouri publishes an 80-hours-a-month work, education or community-service requirement for certain adults in this group, labelled December 31, 2026, with exemptions. How a parent caring for a seriously ill child is exempted has not been published. (not yet confirmed against the final rule)
2027-01-01: Missouri says retroactive coverage for adults in this group narrows to one month for applications submitted on or after January 1, 2027.

The trap: Families apply for the child and stop there. The same application covers the parents. Missouri counts this month, so apply in the month income falls rather than waiting for a tax return.
