New Mexico program

The upper part of children’s coverage (CHIP)

CHIP pays for the upper income part of New Mexico’s children’s coverage, through the same application.

What it is

CHIP pays for the upper income part of New Mexico’s children’s coverage, through the same application.

CHIP is part of the same children’s coverage, with the same benefits. Income, age and other insurance decide which part pays. The Health Care Authority places your child in the right category.

Eligibility rules
  • Your child must live in New Mexico and be under 19.
  • CHIP pays for a child under 6 whose family income is between 240% and 300% of the poverty line, and for a child aged 6 to 18 between 190% and 240%. Below those bands Medicaid pays. The benefits are the same either way.
  • Your child cannot have other qualified health plan coverage for this funding band.
  • This funding band is part of children’s Medicaid, not a separate premium program. HCA applies the five-percentage-point allowance when needed and checks whether actual other coverage bars CHIP. The financial counselor can confirm the current dollar limit for your child’s age and household.
What you get
  • The same covered child health services as Medicaid.
  • One application checks both parts of children’s coverage.
What this includes
  • Coverage can begin in the month another health plan ends. No additional uninsured waiting months apply.
  • The CHIP-funded band provides the same full Medicaid benefit package as the children’s Medicaid category. The financial counselor can confirm the child’s current cost-sharing rules and review any charge that appears inconsistent with that coverage.
If you decide to apply
  1. Ask the hospital’s financial counselor about the children’s application at YES New Mexico.
  2. Have current income and insurance details ready, including the date any existing coverage ends.

After you apply
  • The same 45-day application standard applies. The coverage notice identifies the approved coverage.
  • Backdated coverage follows the children’s category: three eligible prior months through 2026, then two for applications from January 1, 2027.
Good to know

An employer’s offer that nobody accepted is not actual insurance. Other insurance can block CHIP while leaving the lower Medicaid-funded part available.

Other details
  • If a denial names other insurance, the financial counselor can ask whether the Medicaid-funded part was also checked.
Ask your social worker

“Which part of children’s coverage could fit our child? What are its benefits and drawbacks, and could you help with the application if it is worth pursuing?”

Why I’m asking: We want to understand whether other insurance changes the answer for our child.

Who does what

The three parts, side by side. The agency decides; nobody on this page does.

You

Answer the insurance question on the application honestly and ask which band your child was placed in.

Your social worker

The financial counsellor can ask the office the same question on your behalf.

The care team

Records and letters when the application asks for them.

Who decides
The New Mexico Health Care Authority decides which band pays; you do not choose it.
Ask the agency
“Which funding band is my child in, and did other insurance change the answer?”

How to apply

First step: Apply once at yes.nm.gov and ask which band your child was placed in.

  1. Apply once at yes.nm.gov; the same form covers both bands.
  2. If your child has another plan and the office says no, ask whether the other-coverage rule is the reason and what the answer would be without it.

Official application / program page ↗

Where it starts: There is nothing separate to file. Apply at yes.nm.gov and ask which band your child was placed in.

What to gather

The diagnosis letter, the child’s insurance card, and the last two pay stubs cover most applications. The official page lists the rest.

How long: Same as the rest of the children’s category: 45 days, faster once the paperwork is complete.

What a yes looks like

The same coverage notice; the band is an accounting detail on the office’s side.

What a no looks like, and the next move

A no that names other insurance. Ask what the answer is for the Medicaid-funded part instead.

Watch out

  • Other insurance blocks this band but not the part below it, so a no on insurance grounds is worth questioning.
  • An employer offer nobody took up is not coverage.

The numbers and the rules

The arcane layer, kept on purpose. Checked September 11, 2026.

What it is worth

The same full range of covered services as the rest of the children’s category.

Covers: The full range of services covered for a child in New Mexico Medicaid

Legal protection: Coverage can begin in the month another health plan ends, with no extra uninsured waiting months · Backdated coverage follows the same rule as the rest of the children’s category

What it costs the family: Unknown. No current premium or fee schedule was published where we could read it.

The eligibility facts, as published

Age
under 19
Age max exclusive

Income
The upper part of the children’s range: between 240 and 300 percent of poverty under age six, and between 190 and 240 percent at ages six and over (8.295.400.11 NMAC). The 190 percent dollar cells were not published where we could read them.
Insurance status condition

The trap: An employer offer the family never took up is not the same as coverage, and the rule does not say an offer disqualifies anyone. Ask the office which band your child landed in before assuming insurance ruled them out.
