New York program
Check the state tax return for the treatment year
New York tax deductions and credits may lower your tax bill for a year with medical or care expenses.
What it is
New York tax deductions and credits may lower your tax bill for a year with medical or care expenses.
Treatment can change both income and household expenses. New York has medical-expense itemization and a separate dependent-care credit. A preparer can check which expenses and tax rules actually fit your return.
Eligibility rules
- Eligibility depends on the tax year, return and qualifying expense rules.
- The 2025 instructions use IT-196 for New York itemized deductions and IT-216 for the child and dependent-care credit.
What you get
- A possible reduction in state tax through eligible deductions or credits.
- A review of New York’s earned income and Empire State child credits, as well as eligible medical and dependent-care expenses.
What the help includes
- A deduction reduces the income subject to tax. A credit changes the tax calculation under its own rules.
- New York's earned income credit is 30% of the federal one, so up to about $2,400 for a larger family.
If you decide to apply
- Bring medical and care receipts, income records and the prior return to a tax preparer or free tax-assistance site.
- Ask the preparer to separate medical expenses from care expenses and use the instructions for the treatment year.

After you ask
- The preparer can show the return with the eligible expenses included and explain any records you need to keep.
Good to know
A medical deduction and a dependent-care credit are different provisions. A receipt does not automatically qualify for either.
Other details
- The 2025 forms do not establish the amounts or instructions for a 2026 return.
- A preparer can check the earned income credit and refundable Empire State child credit separately from medical and care expenses. For tax year 2026, the published child-credit maximum is $1,000 under age four and $500 at ages four through sixteen, before income reductions. The preparer must use the 2026 instructions for medical itemization and the dependent-care credit.

Why I’m asking: We want to avoid missing tax help while keeping medical and care expenses classified correctly.
