Help paying for child care while a parent works or takes approved education or training.
Child care can become harder to arrange during treatment. North Dakota pays while a parent works or trains and income is under the line. Being at the hospital is not on the list; a time-limited absence from a job that has not ended still counts.
Eligibility rules
- Through September 30, 2026, the monthly income ceiling is $8,119 for four and $6,820 for three.
- From April 1, 2026, at least 40 attendance hours in the service month are needed for payment.
- The activity must be work or allowable education or training. Caring for a hospitalized child is not itself an approved activity.
- From April 1, 2026, the ordinary age rule runs through the month the child turns 12. Provider licensing and special-needs rules can affect age eligibility. The zone checks an older child individually. Assets cannot exceed $1 million.

What the help includes
- CCAP pays an approved child care provider within age, provider and attendance limits. It is not unrestricted cash or a promise to pay the full charge. Copays follow the income scale and qualifying waiver rules. You can still owe charges above the program maximum. The zone confirms the copay, approved hours, provider-specific maximum and any exception to the 40-hour attendance rule before you rely on payment.

After you ask
- The zone office checks activity and the waiting list. Families already receiving help can discuss how an absence affects the existing case.
- If you decide to proceed, ask the human service zone about CCAP through the Self-Service Portal.
- If offered a waiting-list opening, the notice requires a response within ten days. The zone confirms the deadline and documents needed.
Good to know
A parent on temporary leave from a job still counts as working; a parent who has stopped work does not. Starting over means joining the waiting list.
Other details
- The current income table ends September 30, 2026; the zone confirms limits from October 1. Most new cases have faced a waiting list since December 1, 2025. Exceptions apply to specified current recipients and TANF/Crossroads families. Homeless families and the lowest income band receive priority. The zone confirms continued eligibility during temporary leave and any attendance exception in writing.

- If you already get CCAP, keep the case open.
- If your employer has put you on leave rather than ending the job, say so; the state plan treats that as continuing activity.
- Ask about the waiting list before you plan around it.

Watch out

- From April 2026 the child has to attend at least 40 hours in the month.
Dates that change this
2025-12-01: New applicants can be put on a waiting list. Families already enrolled are not put on it, but a family whose case closes and who then reapplies can be. If you are already on CCAP, think hard before letting the case close.
2026-04-01: From April 1, 2026 a child has to attend child care for at least 40 hours in the service month for CCAP to pay for that month.

The trap: If you are already on CCAP, keep the case open. Families already enrolled are not put on the waiting list, but a case that closes and is reopened can be. The state’s approved plan also says a time-limited absence from work to care for a family member counts as continuing activity for an employed parent, so say that out loud if your employer has you on leave.
