TANF helps when family income falls sharply. North Dakota takes part of earnings off before comparing with its payment standard, so being over a simple wage line is not a no. A relative raising the child can get a child-only payment, and a child on SSI is left out of the count.

Eligibility rules
  • The net-income test allows earned-income disregards. The four-person payment standard with one caretaker is $1,175.
  • Counted assets are limited to $9,000 for one person, $15,000 for two, plus $500 for each additional person.
  • A lifetime limit of 60 months has hardship provisions.

What the help includes
  • For a three-person unit with one caretaker and no income, the monthly payment standard is $962.
  • Essential services can include child care during a caregiver’s hospital stay, attendant services and extraordinary costs of accompanying family to distant medical care.
  • Essential services require advance approval, and the department pays only after other resources.
  • The child-only monthly payment standards are $366 for one eligible child and $536 for two, effective October 1, 2025. For a non-legally-responsible qualifying relative, the zone checks the child’s finances and the relationship rather than automatically counting all of the relative’s income. A biological or adoptive parent and other legally responsible caretakers can have different rules.

After you ask
  • A decision is due within 30 days. Approval can include a JOBS plan unless good cause excuses it.
  • If you decide to proceed, ask your human service zone to compare regular TANF, any child-only route and essential-services help.
Good to know

A child receiving SSI is left out of the TANF household, which changes both the size and the payment.

Other details
  • A parent needed at home to care for a seriously ill child can be excused from the work plan; the oncologist's letter is the evidence. A child on SSI is left out of the count.
  • Diversion is short-term, employment-related emergency help for at most four months in twelve. It cannot cover the same month as regular TANF. Its poverty-level income rule differs from the ordinary payment table, and it has no resource test. The zone confirms the proposed terms, including any repayment condition, in writing.
