A physician’s serious-illness certificate can temporarily protect a qualifying residential electric, gas or water account from shutoff under Rhode Island’s regulated-utility rules.
What it is
A physician’s serious-illness certificate can temporarily protect a qualifying residential electric, gas or water account from shutoff under Rhode Island’s regulated-utility rules.
A shutoff can make caring for an ill child at home much harder. Rhode Island provides a medical protection period. Protected accounts also have a winter moratorium.
Eligibility rules
- A licensed physician must certify serious illness in the household.
- The rule covers residential electric, gas and water utilities within the Division’s jurisdiction. It is not a general rule for heating-oil or propane deliveries, telephone or internet bills, or every municipal supplier; the utility or Division can confirm the account.

- At least three weeks before shutoff after a written medical certificate.
- Winter protection from November 1 to May 1 for qualifying protected accounts.

What happens next
- A telephone certification needs written confirmation within seven days.
- The written physician’s certification identifies the ill resident, address, nature of the illness and likely duration. The utility must acknowledge it and give a termination date at least three weeks after receipt. A payment arrangement, residential payment plan or Division hearing can address what happens next; if the illness lasts longer, the Division can review the duration and conditions of continued protection. Charges still accrue, and no automatic debt cancellation or fixed series of renewals is promised.
Good to know
The initial hold does not cancel the bill or guarantee protection all winter. The utility and the Division can explain the payment arrangement and any extension process that applies to your account.
