Vermont program

Free help with any coverage problem

The Health Care Advocate offers free help when insurance, a care decision or a bill is hard to resolve.

What it is

The Health Care Advocate offers free help when insurance, a care decision or a bill is hard to resolve.

A refusal or unexpected bill can be difficult to untangle during treatment. The Health Care Advocate can explain the issue and the next steps. The office is independent of state government.

Eligibility rules
  • This advice service is open to people in Vermont with a health coverage problem.
What you get
  • Free help with coverage problems, denials, appeals and medical bills.
What the help includes
  • The advocate can help distinguish a billing issue from an insurance refusal and explain which process applies.
If you decide to apply
  1. Ask the Health Care Advocate to review the problem, with your notice or bill in front of you.
  2. Ask the hospital social worker to join the conversation if that would help.

After you ask
  • You can discuss what the notice means, who handles it and which deadline applies.
Good to know

A notice can carry an appeal deadline. The date on it matters when reviewing your options.

Other details
  • A written refusal, itemized bill and the dates involved help the advocate understand the issue.
Ask your social worker

“Could the Health Care Advocate help if we cannot resolve a coverage problem? What can they do, and could you help us explain the issue?”

Why I’m asking: I want someone independent to help us understand a difficult insurance or billing decision.

Your social worker

The hospital social worker will often call with you.

The care team

Records and letters when the application asks for them.

Who decides
Not applicable.
Ask the agency
“My child is in cancer treatment and this has been refused. Can you help me work out what to do and by when?”

How to apply

  1. Save the number now: 1-800-917-7787.

The numbers and the rules

The arcane layer, kept on purpose. Checked September 11, 2026.

The trap: Call early rather than after a deadline has passed. Appeal windows are short and this office knows them.
