What it is

LIEAP helps eligible households with heating bills. A separate program discounts utilities for certain benefit recipients.

Heating assistance can reduce one household bill while treatment strains the budget. LIEAP and the utility discount have different eligibility rules. A child’s SSI award alone does not establish the discount.

Eligibility rules
  • The FY 2026 limit is 60% of state median income. Monthly limits include $2,454 for one person, $3,965 for three, $4,720 for four and $6,230 for six.
  • The 20% utility discount is for households where someone receives SSI, WV WORKS cash, or SNAP at age 60 or older. Ask the worker whether a child's SSI counts, since the agency's own page limits it to adults.
What you get
  • A payment toward the heating bill when the household qualifies.
  • A separate 20% utility discount for eligible benefit categories.
What the help includes
  • For eligible participating gas and electric accounts, the 20% discount covers November–March service, usually reflected on December–April bills. Municipal and cooperative gas/electric utilities are excluded from that discount law. American Water has a separate year-round discount; the worker confirms the account’s eligibility.

  1. Ask the local Department of Human Services office whether LIEAP applications are open.
  2. Have household income and the utility account number ready for WV PATH or the local office.
  3. Ask the worker whether your household’s benefits also qualify for the utility discount.

  • The figures here are for FY 2026. The local DoHS office confirms whether regular or emergency applications are open and which income table applies. It also confirms FY 2027 dates and limits before you rely on the next season.
Good to know

Heating help has an application season. Cooling help covers equipment repair or replacement, rather than a summer-bill payment.

How to apply

First step: Apply at the local DoHS office or on WV PATH when the season opens, and watch for the October mailing.

  1. Check whether the season is open before you count on it.
  2. If the household is on WV WORKS, ask for the 20 percent discount as well.
  3. Ask the utility for the medical certificate route at the same time if a shutoff notice has arrived.
