Wisconsin program

Cash assistance when income is very low (Wisconsin Works)

Wisconsin Works, or W-2, links cash assistance to an assigned activity for eligible parents.

What it is

Wisconsin Works, or W-2, links cash assistance to an assigned activity for eligible parents.

W-2 pays cash when earnings are very low, under 115% of the poverty line, with assets under $2,500. The payment comes with an assigned activity in place of a job, so ask the agency what activity fits a parent at the hospital before you count on it.

Eligibility rules
  • Income must be at or below 115% of poverty. Countable assets cannot exceed $2,500. The W-2 agency confirms vehicle equity and the amount counted under the current rule.
What you get
  • A monthly payment for an approved W-2 placement; the amount depends on its rules.
If you decide to apply
  1. Your social worker can help you decide whether to talk with the local W-2 agency about cash help and hospital caregiving.
  2. Bring income and asset information, including vehicle values, and a description of your caring schedule.

Good to know

The cash comes with an assigned activity. Ask the agency what it would assign a parent whose days are at the hospital.

Other details
  • Regional W-2 agencies handle applications under the Department of Children and Families. An ACCESS application is another starting point.
  • W-2 payments depend on the assigned placement, not just the number of people at home. DCF lists up to $653 a month for its general activity-linked payment and $673 for certain pregnancy or newborn-parent placements. Your social worker can help the W-2 agency review current income, an SSI child's treatment, countable assets, the vehicle's equity, time limits and accommodations for hospital caregiving before estimating a payment.
  • For three people the line is about $2,618 a month.
  • Job Access Loans are repayable employment-related loans, not a cash grant. DCF reports 2026 funding exhausted, with no new applications after June 29, 2026. The agency can explain any current diversion or child-only assistance route separately.

Official sources
Ask your social worker

“Could W-2 help us, how would its activity rules fit caring for our child, and would you help us apply if it is workable?”

Why I’m asking: I need to understand both the payment and the obligations before relying on it.

Who does what

The three parts, side by side. The agency decides; nobody on this page does.

You

Ask about the activity requirement before anything else, and get the figure for your household in writing.

Your social worker

The social worker can write down what the hospital schedule actually looks like.

The care team

Records and letters when the application asks for them.

Who decides
The regional W-2 agency.
Ask your social worker
“If a parent is at the hospital every day, what activity would the cash programme expect, and is there anything that covers this?”

How to apply

First step: Ask the local agency what activity would be assigned, and ask for the figure for your household size in writing.

  1. Ask the W-2 agency what activity would be assigned to a parent who is at the hospital daily.
  2. Ask for the current monthly figure for your household size in writing.

What to gather

  • This month's income
  • Bank balances
  • The value of any second car

How long: No published timescale; ask the agency when you apply.

What a yes looks like

A monthly payment and a written activity plan you can actually do.

What a no looks like, and the next move

Over the income or asset line, or an activity nobody can meet while a child is in hospital. Ask for that in writing.

Watch out

  • The payment is tied to an activity, so ask how a parent at the hospital daily is meant to meet it.
  • Countable assets cannot exceed $2,500. The agency confirms current vehicle equity and the amount counted.
  • Income ceiling is 115% of poverty. The review did not verify official rounded 2026 monthly cells; agency household and rounding rules govern the application.

The numbers and the rules

The arcane layer, kept on purpose. Checked September 11, 2026.

What it is worth

Payment depends on placement: general activity-linked payments up to $653 monthly; $673 for specified pregnancy or newborn-parent placements. Income must be at or below 115% of poverty and countable assets no more than $2,500.

  • $653/month — General activity-linked monthly payment ceiling; specified pregnancy/newborn placements pay $673
  • $2,500 — Asset limit
  • $673/month — Specified pregnancy or newborn-parent placement payment
  • $115/month — Income ceiling as a share of the poverty line

Covers: An assigned activity with a monthly payment

What it costs the family: None.

The eligibility facts, as published

Income
Income ceiling is 115% of poverty. The review did not verify official rounded 2026 monthly cells; agency household and rounding rules govern the application.
Assets
Countable assets cannot exceed $2,500. The agency confirms current vehicle equity and the amount counted.
Activity
the payment depends on the activity a parent is placed in
Unknowns
household-size grants, time limits, whether a child on SSI is left out of the group, and any exemption for a parent caring for a hospitalised child

The trap: The payment is tied to an activity, so ask straight away how a parent who is at the hospital every day is expected to meet it. The state did not publish an exemption for a parent caring for a hospitalised child, and we are not going to invent one.
