Wyoming program
Help paying your work-plan premium (WHIPP)
Wyoming’s premium payment program can reimburse the cost of keeping an active work health plan.
What it is
Wyoming’s premium payment program can reimburse the cost of keeping an active work health plan.
A work plan can keep the family connected to its treatment team while Medicaid pays second. WHIPP can reimburse the premium if Wyoming decides that doing so is cost-effective. A family member must have Medicaid and the other policy must be active.
Eligibility rules
- The applicant or a family member must receive Wyoming Medicaid.
- There must be an active employer-sponsored or continuation policy. Wyoming considers medical needs and cost-effectiveness.
What you get
- Reimbursement of an approved work or continuation health-plan premium.
- Family premiums can include relatives without Medicaid when that is the cost-effective choice.
Coverage and costs
- Reimbursement depends on the state’s approval of the policy. It is not a promise to pay every premium for every family.
If you decide to apply
- Ask your employer’s benefits office for the premium amount and policy details.
- If you decide to proceed, complete the health insurance verification form with those details. The premium payment unit can explain submission at 1-844-512-2672 or WHIPP@gainwelltechnologies.com.

After you apply
- The premium unit tells you which months it will reimburse, how often it pays and whether premiums you have already paid count. Its contact is 1-844-512-2672 or WHIPP@gainwelltechnologies.com.
Good to know
An offer of insurance is not the same as an active policy. Ending the policy can close this route.
Other details
- The December 19, 2025 form and program page have different fax numbers. Both give the email address shown above.
“Could WHIPP reimburse our work-plan premium? What would keeping both plans involve, and could you help submit the policy for review if it is worthwhile?”
Why I’m asking: I want to see whether keeping the work coverage can be affordable.

Who does what
The three parts, side by side. The agency decides; nobody on this page does.
You
Get the premium figure from the employer and send the form.
Your social worker
The employer's benefits office completes its part of the verification form.
The care team
Records and letters when the application asks for them.
- Who decides
- Wyoming Medicaid, on cost-effectiveness and medical need.
- Ask HR
- “Wyoming Medicaid may pay our premium for this plan. Can you complete the employer part of the health insurance verification form?”
How to apply
First step: Ask the employer for the premium figure, then email the health insurance verification form to the address on it.
- Ask the employer's benefits office for the premium figure and what the plan covers.
- Send the health insurance verification form by email rather than fax, because the two published fax numbers disagree.
- Do not drop the work plan while you wait for an answer.
Official application / program page ↗
Where it starts: Fill in the health insurance verification form and send it by email; call the number on the form with questions.
What to gather
- The premium amount and what the plan covers
- The Medicaid number
- The employer's benefits contact
How long: No decision deadline is published. Ask when you send the form.
What a yes looks like
A letter saying the premium will be reimbursed, and by what route.
What a no looks like, and the next move
Usually the state's cost-effectiveness view. Ask for the reason in writing.
Watch out
- An offer of a plan is not enough; the published wording asks for an active policy.
- Do not drop the work plan first, because that can close this door.
- The state page and the form print different fax numbers, so use the email both give.

What it is worth
Wyoming reimburses the premium on an active work or continuation policy when a family member is on Medicaid and it is cost-effective.
Covers: Reimbursement of the health insurance premium · Premiums for family members not on Medicaid, where the family policy is the cost-effective choice
What it costs the family: None: the point is to remove the premium.
The eligibility facts, as published
- Coverage
- the applicant or a family member is a Wyoming Medicaid client
- Policy
- an active employer-sponsored or continuation policy
- Test
- the state's view of medical needs and cost-effectiveness
The trap: The published wording asks for an active policy. If you are about to drop the work plan because the premium is unaffordable, ask about this first, because dropping it can close the door.
