Florida’s Division of Children’s Medical Services is a statewide collection of family-centered programs for children with special health-care needs. The Safety Net Program may pay for approved specialty services when a child age 21 or younger meets clinical and financial rules and cannot qualify for or access Medicaid or KidCare. A separate SNAQ hematology and oncology network supports coordinated specialty-care systems for enrolled children from birth to age 21, while Early Steps offers no-cost early intervention for qualifying infants and toddlers regardless of income or insurance. CMAT evaluates medically fragile Medicaid-enrolled children for selected long-term-care services, and Medical Foster Care supports medically complex foster children in family settings. CMS also publishes multilingual Early Steps, transition, family-engagement, rights, and regional navigation resources; the CMS managed-care benefit itself transferred to AHCA in 2025, leaving DOH responsible for clinical screening.
